Pen down strike by RMSA teachers
ITANAGAR, Jul 09: The Arunachal Rashtriya Madhyamik Shiksha Abhiyan Teachers’ Association (ARMSATA) has declared that it would go for two days pen down strike as its first phase of agitation if the teacher salaries were not released by July 16 next.
As the new academic session has already begun, we are not able to tolerate anymore, it said in its letter to deputy state mission director, RMSA, Rajya Mission.

ITANAGAR, Jul 09: An interactive public meeting for selection of Rubber Beneficiaries under Rubber Board has held under the initiative of the local MLA cum Speaker Nabam Rebia.

Speed up the process
In absence of the effective mechanism to fight against corruption, the people of Arunachal have been pinning hope on early introduction of Lokayukta in the state. The State Govt. had enacted the AP Lokayukta Act, 2014 and it has come into force from Oct 2, 2014. However apart from it, things have not moved ahead. Government is slowing down the process of the formation of Lokayukta in the state.
Corruption issue has become the biggest concern for the people of Arunachal. Politicians and government officials in connivance are looting the state without any fear. Sadly, the tools to fight against corruption like RTI and vigilance department are not effective enough. Therefore, the role of Lokayukta becomes crucial. Yesterday Chief Minister Nabam Tuki gave ray of hope by stating in the floor of assembly that state government had made fund provision for setting up Lokayukta in the state. CM further informed that the consent of Guahati High Court chief justice for nomination of high court judge as a member of selection committee has been received and accordingly the selection committee has been notified on June 15 last. State government should further speed up the process and ensure early setting up of Lokayukta. If they continue to deliberately slow down the process, the people of state will cast aspiration on their motive.

Obstructing promotion and job avenues
Dear Editor,
I would like to make it clear that vide Order No.PD(EM)14/2007, dated 4th July 2011, seven Assistant Professors, now reduced to five from various Colleges of the State were appointed on deputation as District Planning Officer (DPO)/Deputy Director(DDP) on a contractual term for a period of three years.
But despite the expiry of the tenure and notwithstanding their parent department’s
several recall letters, for instance vide No.ED/HE-
But despite the expiry of the extended tenure, these so called learned people, best suited for Education Department are yet to go back to their parent Department.
Since these people are secretly fencing for their illegitimate regularization in the Planning Department, I would request all the stakeholders to oppose tooth & nail so that such bad precedence is not allowed to take place.
Now, could any one answer as to why these deputed Officers are reluctant to go back to their department despite being called back. Did they not choose the teaching profession consciously it being the ideal profession to render knowledge to the younger generations? Or if at all they had to choose teaching as a last resort because they were not competent to get other alternative lucrative job as is generally practiced in our State.
The Education department is already languishing for want of sufficient teachers. How could they afford to forego such qualified teachers considering present education compulsions?
Through this letter, I would like to appeal all the stakeholders, particularly the Education Minister, who is believed to be a decisive man and the Planning Minister (Chief Minister) to see that no illegalities are allowed, so that the senior feeder Officers are promoted and the resultant vacancies are filled up from APPSCE.
If this controversy is genuinely resolved, I am sure many deserving candidates’ long pending promotion will be settled apart from creating opportunity for the unemployed youth to get themselves absorbed through either way; one as Research Assistant (RA) (Group “B’ Non gazette Officer) and Research Officer (Group “A’) through the Exam conducted by the APPSCE; and finally & most importantly, the reinstatement of these professors would strengthen the education department.
I am sure this is sufficient to evoke displeasure and sentiment amongst all concern against a few Govt. Employee.

Raging debate on Education system
Education amendment bill passed in Assembly
ITANAGAR, Jul 09: The state Legislative Assembly today passed the Arunachal Pradesh Education (Amendment) Bill 2015 by voice votes after suggestions from various members to streamline the department.
Education Minister Tapang Taloh introduced the bill, aimed at rationalising transfer and posting of teachers, on July 7 last.
Appreciating the constructive suggestions of the members, Taloh said that the state government had taken a revolutionary step to improve the quality of education.
"Through the bill, the department is going to serve the common interest of the people”, he said.
Participating in the discussion, Home Minister Tanga Byaling expressed concern over the attitude of the teachers who do not like to go to their posting places and instead stay at district headquarters. He suggested to stop payment to such teachers.
Opposition leader Tamiyo Taga said that 40 per cent of the MLAs were new comers and unaware of the principal Act as it was not supplied to them along with the bill.
Charging the minister as incompetent, Taga alleged that Taloh affected transfer of peon to officials in the department by paralyzing the established system.
BJP member Tage Taki alleged that the system headed by chief secretary is defunct and suggested the government to allow the system to function without interference.

Protest in Kharsang against blow out in gas well
ITANAGAR, Jul 09: A protest rally was staged by the people of Kharsang Circle, Changlang district in connection with the blow out at well no. 60 of Geo Enpro Petroleum on 30th June at Kharsang Oil Field today.
The procession was organised to protest against inefficiency and incompetency of M/s GeoEnpro Petroleum Limited to contain the gas leakage at the oil well in Kharsang oil Field.
Panchayati Raj Institution members, senior public leaders and NGO's like Kharsang Circle Unemployed Youth Association, Tangsa Youth Association, Freedom Home, Arunachal Orphan Care Society, Arunachal Pradesh Women’s' Welfare Society (Kharsang unit) and the business community took out the procession starting from Kharsang Town till the entrance gate of M/s GeoEnpro Petroleum Limited raising slogans against the Company.
Earlier the public of Kharsang had been assured by M/s GeoEnpro Petroleum Limited that the leakage would be contained by 5th of July, 2015. But patience of the public ran dry as the leakage has not been contained till date, a press statement read. The public have been living in fear and uncertainty since the last 10 days, it added.

Production sharing contract of Geo Enpro Petroleum Limited must not be extended further without taking consent of the project affected people. All other mandatory procedures and norms like conduction of public hearing with the affected people must be duly adhered to by the Company if any such extension process is to happen in the future, the memo further added.

CM denies embezzlement of Central fund
Itanagar, Jul 09: Arunachal Pradesh Chief Minister Nabam Tuki today dismissed allegations of opposition BJP over embezzlement of public funds amounting to more than Rs. 900 crore against Centrally sponsored schemes (CSS) saying that all the schemes were implemented judiciously.
Responding to a question raised by Congress member Lombo Tayeng during question hour in the Assembly regarding complaint lodged by BJP MLAs against the state government of misappropriation of central funds, Tuki claimed that the government has been maintaining transparency in financial management.
"Almost all the central schemes are in various stages of implementation with full transparency by appointing third party monitoring agencies including NABARD and NeDFI against these schemes," the CM said.
He said there were many allegations from various organizations and the state government not only had clarified each and every query but also referred the status of implementation to state agencies.
When Tayeng asked whether the government got a clean chit from the appropriate authority, the Chief Minister said, "it is up to the authority to decide on the merits and demerits of the allegations".
"There is a system gap between policy execution and fund release," he pointed out.
Referring to the alleged overdraft beyond the prescribed limit with RBI, Tuki said that the government had never violated the financial rules but this year because of delay in fund release by Niti Aayog.

154 Karate players grab govt. job under sports quota

ITANAGAR, Jul 09: As many as 154 karate players have so far grabbed jobs in various government departments under sports quota since 2009.
It was disclosed by Arunachal Karate Do Association (AKA) during its 20th Annual General Body Meeting cum Election at Naharlagun today.
Karate was introduced in Arunachal Pradesh in 1984 by present AKA President Likha Tara, Technical Director S Deben Sarma as fpunder Chairman and Secretary in support of few other enthusiasts and admirers of the sport.
Karate activities gradually gained momentum after AKA was formed in 1992. AKA has so far been able to produce many players of national and international repute, most of whom are currently serving in 12 Govt departments and National Health Mission with sincerity and dedication.
Arunachal Pradesh is still maintaining its second rank behind Madhya Pradesh for a couple of years in the national karate ranking which reflects consistent performance by the players.
Addressing the meeting, AKA President Tara narrated the 39 years of strenuous journey of Karate in the state since its inception in 1984 and the pain taken by AKA for the promotion and development of the sport in the state.
He said that whatever has been achieved so far was due to strict discipline, team spirit and coordination among the AKA team and players. They guide players like parents and nurture and hone raw talents into medal winner, he said and urged them to maintain the same zeal and spirit.
While clarifying on the wrong notion about Karate, the AKA President, who also holds the posts of Vice President of Karate Association of India and President of North East Karate Federation, said that it (Karate) is a sport duly recognised by International Olympics Association and played by majority of the country in the world. It is a regular event in Asian Games, Commonwealth Games and South Asian Games.
He said that many people in the state still believe that Karate is not an Olympic sport mainly due their ignorance about the sport, he said.
The AKA president called upon his executive members, district associations, coaches, instructors and players to work as a unit and cooperate with each other for further development of the sport in the state.
Advocate TT Tara, who attended the AGM cum Election as Returning Officer, was all praise for the AKA team and its working style that resulted in such remarkable achievement.
Any association is sure to falter, if there is no cooperation and understanding among the members, he said, and urged various other associations to emulate AKA.
During his course of speech, Tara suggested Arunachal Olympic Association (AOA) to seek service of international footballer cum coach of the state Gumpe Rime to train the upcoming footballers. He also suggested AOA to launch a website.
Echoing Advocate Tara, AOA Secretary General Geshi Doke also called upon the other sports associations to maintain strict discipline and team spirit to show results and all round development of games and sports in the state.

ANSU alleges massive irregularities in distribution of SK Oil
ITANAGAR, 09: All Nyishi Students’ Union (ANSU) has alleged that officials of Food and Civil Supplies department are selling SK Oil in Assam through black market instead of distributing it to the beneficiaries of Arunachal.
Demanding proper investigation to unearth the truth and exemplary punishment to the wrongdoers, the union said that SK Oil is meant for poor people of the state not for the officials of food and civil supply to earn money through black marketing.
The Union informed that through RTI documents it has been revealed that that around 10,000 lakh litres of SK Oil was allocated to the state but actual beneficiaries or cardholders are not getting the benefits, it said.

Govt accords priority to sports sector
ITANAGAR, Jul 09: The state Govt has given priority to sports sector and adopted a transparent sports policy for the benefit of sportspersons and to attract more youths in sporting activities, said Chief Minister Nabam Tuki in the Assembly today.
Responding to a question raised by Paknga Bage during question hour in the state assembly, the Chief Minister informed that the state government was planning to develop sports infrastructure with modern facilities in every district of the state. Plan has been made for development of sports infrastructure including indoor and outdoor stadia under 61 schemes which included 12 NEC schemes, he added. The CM further informed that 10 per cent job has been reserved under sports quota which is more than that of reserved quota of some other states of the country.

ITANAGAR, Jul 09: The government has decided to create an independent Arunachal Pradesh Marketing Committee for Capital Complex.
This was informed at a meeting today wherein officers of the department of Agriculture, district administration of Itanagar and Papum Pare and others took part.
The meeting also saw discussion on issue regarding poor performance of previous APMC
Papum Pare in terms of revenue submission to Government of Arunachal Pradesh and
poor daily reporting on data relating to quantity of agriculture commodities entering
to Capital Complex and prevailing prices of Agri-
Chairman APAMB, Ngurang Pinch, emphasised that marketing board should not depend on government grants, rather it should generate more revenue and sustain itself. He advised the new member Secretary to take up responsibilities with outmost sincerity and make a success story in the history of APMCs.

6th General body meeting of APSMPB held
ITANAGAR, Jul 09: The 6th general body meeting of Arunachal Pradesh State Medicinal Plant Board (APSMPB) was held at the conference hall of Principal Chief Conservator of Forest (PCCF) here today. All the members of the board attended the meeting.
Speaking on the occasion, Chairman APSMPB, Tater Kipa, underlined the importance of discussion for such meetings and assured that he would try his level best to take the board into new heights.
Giving the keynote address, Vice Chairman of the board Dr Shashi Kumar, saying that a separate ministry has been created for medicinal plants spoke about how the board can play an important role in employment generation for the local youths.
Speaking about proper harvesting of medicinal plants, he cautioned that it should not be detrimental.
“Economics is involved in conservation with proper harvesting and processing”, he said.
“Let us look for the betterment of the board, its functioning and come out with a viable report,” he further added.

Implement Street Vendors Act 2014 in the state: federation demands

ITANAGAR, Jul 09: The Capital Complex has often witnessed eviction drives being carried out by administration against street vendors in the name of town beautification. Such measures seldom solve the problem as those evicted are often found back in the streets.
Taking up the recurring issue of forceful eviction drives, the All Arunachal Pradesh Hawkers and Street Vendors Federation (AAPHSVF) general secretary Roger Nabam Hina has today appealed the state government to implement the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act 2014, which has been passed by the Parliament on 20th Feb 2014, to provide livelihood protection to street vendors and ensure that they do business with dignity without fear of being evicted anytime without warning.
Addressing press persons at the Press club here, Hina said that under the aforementioned Act, there is provision for constituting a Town Vending Committee (TVC) in each local authority for implementing the provisions of the Act. It has been provided under the Act that 40 % members of the TVC will be from amongst street vendors with due representation from SC, ST, OBC, minorities and persons with disabilities, of which one third shall be women.
Citing other aspects of the Act, he said that our state too, should constitute such
TVCs which could be headed by the DC with members from the IMC, Bazar Committee,
NGOs and hawker associations with women comprising 30% as its members. These TVCs

PASIGHAT, Jul 09: The office bearers of Arunachal Teachers Association, East Siang unit led by its president, Tabung Ering today met Deputy Director of School Education (DDSE) Obuk Panor at Pasighat to apprise him of various shortfalls in primary and secondary schools of the district.

The teachers in course of discussion sought DDSE’s initiative for issuing notification with boundary description and demarcation on the school land in order to prevent public encroachment.
Responding to the pleas made by ATA functionaries, the DDSE assured early revival of the defunct schools by posting of teachers wherever necessary.
He informed that the authority has already started notification of school land and urged the headmaster concerned to report any case of encroachment on the school land.
He sought active cooperation from the teacher community for ensuring quality education in the primary and secondary schools of the district.
