Pen down strike by RMSA teachers

ITANAGAR, Jul 09: The Arunachal Rashtriya Madhyamik Shiksha Abhiyan Teachers’ Association (ARMSATA) has declared that it would go for two days pen down strike as its first phase of agitation if the teacher salaries were not released by July 16 next.

As the new academic session has already begun, we are not able to tolerate anymore, it said in its letter to deputy state mission director, RMSA, Rajya Mission.

 

Latest survey technique for engineers

ITANAGAR, Jul 09: A three days training on latest surveying technique was imparted to PWD Engineers by expert Atanu Chakravorty, Topcon, Sokkia Pvt. Ltd. Kolkata which started on July 7.

The surveying method is based on Global Navigation Satellite System (GNSS). Global coordinates of point is easily established with the help of these instruments by connecting with the satellite which takes around 30 minutes to trace the satellite revolving around earth, informed Atop Lego, Chief Engineer (SID &P), PWD.

 

Funds for school

ROING, Jul 09: MP Ninong Ering, who was on an official visit of Lower Dibang Valley district on Wednesday last, announced an amount of Rs 6 lakhs for classroom extension at Balek Middle School, after visiting the school. He also announced Rs 3 lakhs for fencing the Veterinary sub-centre at Meka.

He later interacted with the DC regarding the current situation of the district, especially regarding law and order.

 

Another govt employee assaulted

ITANAGAR, Jul 09: Informing that the deputy director, Horticulture was assaulted by two unidentified youths yesterday at his office chamber around 12:30pm, the Arunachal Agriculture-Horticulture Clinic Showroom Holder Welfare Association (AAHCSHWA) has demanded immediate arrest of the culprits and to book them under appropriate sections of law.

According to the deputy director, the two persons were pressurizing him to increase the amount of the work order against their firm in the ongoing process of awarding work/supplier orders as per selection by the district board and quotation process conducted by the department.

 

Interactive meeting held for selection of rubber beneficiaries

ITANAGAR, Jul 09: An interactive public meeting for selection of Rubber Beneficiaries under Rubber Board has held under the initiative of the local MLA cum Speaker Nabam Rebia.

In the meeting, Director Trade & Commerce Tokong Pertin and General Manager Rubber Board, GoAP and Field Officer, Rubber Board, GoI Same Doye and Hage Ampi explained the importance of Rubber and its economical importance.

Chairman Rubber Board Likha Maj, said that rubber plantation should be approached in a cluster, within the village so that the assisted beneficiaries can be properly monitor. The chairman directed the Block Development Officer (BDO) Doimukh to select beneficiaries through grassroots level and that it should be submitted to district authority for further submission to the Govt for necessary action.

BDO, Doimukh requested the PRI leaders to maintain the formalities as explained by the chairman Rubber Board and requested to submit the selected beneficiaries.

 

PMC Deputy Chief Councilor elected

ITANAGAR, Jul 09: The election for the post of Deputy Chief Councilor of Pasighat Municipal Council was held today under the supervision of Bani Lego EAC cum Presiding Officer. All the 11 councilors were present during the proceedings. Kaling Darang the councilor of Ward 4 was elected unopposed as the Deputy Chief Councilor of Pasighat Municipal Council. The post of Deputy Chief Councilor was vacant due to the demise of former Coucilor Atik Pertin.

 

AAPYF holds Pul responsible

ITANAGAR, Jul 09: The Arunachal Pradesh Youth Forum (AAPYF) has held former finance minister Kalikho Pul responsible for the financial mismanagement in the state.

Mr Pul will have to take full responsibility because he was the one who gave birth to this problem, it said in a release.

Meanwhile, the association also condemned state BJP leaders for lodging movement against the state CM saying if they really want betterment of the state they must bring funds, schemes and project for our state from the Centre.

 

Forum submits memo to MLA

ITANAGAR, Jul 09: The Bameng Town Peoples’ Forum (BTPF) met its local MLA cum Minister for PR & Cooperative, Kumar Waii and submitted a memorandum seeking closing down of the office camp at Seppa and staying of govt staff at Bameng, ADC Bameng to be given full charge, deployment of police force, creation of police outpost or re-establishment of police station at Bameng HQ, completion of Pakke to Bameng PMGSY road and uninterrupted BSNL network at Bameng.

Meanwhile, the forum has claimed that the MLA has assured them of looking into their demand.

 

Org seek ban on PEM system

ITANAGAR, Jul 09: Arunachal Youth Organization (AYO) led by Biri Joy has also joined the movement against prepaid electricity metre saying that people living under Below Poverty Line (BPL) are unable to afford the Pre-Paid Metering (PPEM) system.

It sought immediate ban on prepaid metering system in a letter to the secretary power.

 

‘Do not release payments’

ITANAGAR, Jul 09: The All Palin Chambang Yangte Gangte & Tarak Langdi Students’ Union (APCYGTSU has demanded not to release the payment for construction of boys hostel of Chambang, Gangte and Tarak-Langdi circles claiming that the toilets have not been built according to the guidelines.

The union wrote to the DDSE, Kra-Daadi district in this regard.

 

‘Aisa Yeh Jahaan’ cast to tour India for promotion

Starting this week, the cast of the film – renowned singer Dr. Palash Sen, Ira Dubey along with Kymsleen Kholie, Saurabh Pandey will be touring the country for the promotion of the film. The team will visit Kolkata, Guwahati, Arunachal Pradesh, New Delhi, Bangalore, Pune and Mumbai. ‘Aisa Yeh Jahaan’ is a film that depicts the vast difference between urban and rural life, highlighting social issues in today’s fast paced world.

Speed up the process

In absence of the effective mechanism to fight against corruption, the people of Arunachal have been pinning hope on early introduction of Lokayukta in the state. The State Govt. had enacted the AP Lokayukta Act, 2014 and it has come into force from Oct 2, 2014.  However apart from it, things have not moved ahead. Government is slowing down the process of the formation of Lokayukta in the state.

Corruption issue has become the biggest concern for the people of Arunachal. Politicians and government officials in connivance are looting the state without any fear. Sadly, the tools to fight against corruption like RTI and vigilance department are not effective enough. Therefore, the role of Lokayukta becomes crucial. Yesterday Chief Minister Nabam Tuki gave ray of hope by stating in the floor of assembly that state government had made fund provision for setting up Lokayukta in the state.  CM further informed that the consent of Guahati High Court chief justice for nomination of high court judge as a member of selection committee has been received and accordingly the selection committee has been notified on June 15 last. State government should further speed up the process and ensure early setting up of Lokayukta. If they continue to deliberately slow down the process, the people of state will cast aspiration on their motive.

Obstructing promotion and job avenues

Dear Editor,

I would like to make it clear that vide Order No.PD(EM)14/2007, dated 4th July 2011, seven Assistant Professors, now reduced to five from various Colleges of the State were appointed on deputation as District Planning Officer (DPO)/Deputy Director(DDP) on a contractual term for a period of three years.

But despite the expiry of the tenure and notwithstanding their parent department’s several  recall letters, for instance vide No.ED/HE-501/2011,dated 3/01/2013 and subsequent release order from the Director of Planning Vide No.PD(EM)-14/2007,the 8th January 2014, these Officers have time & again failed to comply with the orders of the authorities. Instead, they, perhaps in connivance with few Officers successfully got their tenure extended by one year i.e. till 3rd July 2015.

But despite the expiry of the extended tenure, these so called learned people, best suited for Education Department are yet to go back to their parent Department.

Since these people are secretly fencing for their illegitimate regularization in the Planning Department, I would request all the stakeholders to oppose tooth & nail so that such bad precedence is not allowed to take place.

Now, could any one answer as to why these deputed Officers are reluctant to go back to their department despite being called back. Did they not choose the teaching profession consciously it being the ideal profession to render knowledge to the younger generations? Or if at all they had to choose teaching as a last resort because they were not competent to get other alternative lucrative job as is generally practiced in our State.

The Education department is already languishing for want of sufficient teachers. How could they afford to forego such qualified teachers considering present education compulsions?

Through this letter, I would like to appeal all the stakeholders, particularly the Education Minister, who is believed to be a decisive man and the Planning Minister (Chief Minister) to see that no illegalities are allowed, so that the senior feeder Officers are promoted and the resultant vacancies are filled up from APPSCE.

If this controversy is genuinely resolved, I am sure many deserving candidates’ long pending promotion will be settled apart from creating opportunity for the unemployed youth to get themselves absorbed through either way; one as Research Assistant (RA) (Group “B’ Non gazette Officer) and Research Officer (Group “A’) through the Exam conducted by the APPSCE; and finally & most importantly, the reinstatement of these professors would strengthen the education department.

I am sure this is sufficient to evoke displeasure and sentiment amongst all concern against a few Govt. Employee.

Dear Editor,

Tears well up in one's eyes when we see the photo of an old pensioner in Greece crying outside a bank as Greece is facing a big financial crisis and there is no money to pay the pensioners. When a person retires after putting in decades of hard work he thinks "Now that I'm retired — goodbye tension, hello pension! " One remembers the famous line from Bryan Adams song -Summer of 69 " those were the best days of my life" .

The post retirement life is the best years of a person's life when he/she is free from tension & all kinds of responsibilities and can live happily and relive good old memories & let bad memories fade away. Though this debt crisis will definitely leave bad memories for many, but I am sure like their ancient brave Greek warriors they will fight back & triumph over this crisis.

Raging debate on Education system

 

Education amendment bill passed in Assembly

 

ITANAGAR, Jul 09: The state Legislative Assembly today passed the Arunachal Pradesh Education (Amendment) Bill 2015 by voice votes after suggestions from various members to streamline the department.

Education Minister Tapang Taloh introduced the bill, aimed at rationalising transfer and posting of teachers, on July 7 last.

Appreciating the constructive suggestions of the members, Taloh said that the state government had taken a revolutionary step to improve the quality of education.

"Through the bill, the department is going to serve the common interest of the people”, he said.

Participating in the discussion, Home Minister Tanga Byaling expressed concern over the attitude of the teachers who do not like to go to their posting places and instead stay at district headquarters. He suggested to stop payment to such teachers.

Opposition leader Tamiyo Taga said that 40 per cent of the MLAs were new comers and unaware of the principal Act as it was not supplied to them along with the bill.

Charging the minister as incompetent, Taga alleged that Taloh affected transfer of peon to officials in the department by paralyzing the established system.

BJP member Tage Taki alleged that the system headed by chief secretary is defunct and suggested the government to allow the system to function without interference.

Congress MLA Gabriel D Wangsu while pointing out that government teachers posted in rural areas appoint substitute to go there and themselves stay in the district headquarters, stressed on political will to make the defunct schools functional and ensure that mid-day meals are served.

Terming government schools as dumping ground, Congress member Nyamar Karbak said that even children of Senior Teachers were not sent to such schools.

Among others, MLAs P D Sona, Kento Rina, Paknga Bage, Honchum Ngandam, Kalikho Pul and Dr Mohesh Chai participated in the discussion.

Deputy Speaker T N Thongdok who was in the chair suggested the minister to take the suggestions of the members for future references before adjourning the house for the day. PTI

 

 

Protest in Kharsang against blow out in gas well

ITANAGAR, Jul 09: A protest rally was staged by the people of Kharsang Circle, Changlang district in connection with the blow out at well no. 60 of Geo Enpro Petroleum on 30th June at Kharsang Oil Field today.

The procession was organised to protest against inefficiency and incompetency of M/s GeoEnpro Petroleum Limited to contain the gas leakage at the oil well in Kharsang oil Field.

Panchayati Raj Institution members, senior public leaders and NGO's like Kharsang Circle Unemployed Youth Association, Tangsa Youth Association, Freedom Home, Arunachal Orphan Care Society, Arunachal Pradesh Women’s' Welfare Society (Kharsang unit) and the business community took out the procession starting from Kharsang Town till the entrance gate of M/s GeoEnpro Petroleum Limited raising slogans against the Company.

Earlier the public of Kharsang had been assured by M/s GeoEnpro Petroleum Limited that the leakage would be contained by 5th of July, 2015. But patience of the public ran dry as the leakage has not been contained till date, a press statement read. The public have been living in fear and uncertainty since the last 10 days, it added.

Meanwhile, Vice-President cum Director GeoEnpro Petroleum Limited, Ajay Ray is reported to have assured the public that the Company will contain the gas leakage within 4 days.

People will resort to democratic means of protest, if it is not contained in four days, says a release.

The protestors later submitted a memorandum to the Deputy Commissioner, Changlang through the Circle Officer, Kharsang.

The district administration must initiate conduction of thorough and proper magisterial inquiry into the whole incident through experts to unearth the reason of the blow out and to assess the damages caused to the environment and the affected people, read a letter to the DC. The Company must have all the basic machineries/equipments/chemicals etc that is required during such emergency situations at the Camp for easy access and to prevent any major loss to human and environment.

The Company must have sufficient Doctors, Medicines and Ambulances at their disposal to overcome and tackle casualties in such situations of emergency, it added.

The Company must test the water samples from wells of nearby villages to check the quality of the water to ensure safe consumption. As the company is injecting tons of chemical underneath in to the oil well to contain the gas leakage and in the process it might pollute the ground water source, the test must be done by govt recognised laboratory, it added.

Production sharing contract of Geo Enpro Petroleum Limited must not be extended further without taking consent of the project affected people. All other mandatory procedures and norms like conduction of public hearing with the affected people must be duly adhered to by the Company if any such extension process is to happen in the future, the memo further added.

 

 

Mahatma Gandhi will always be relevant: Governor

Centre for Gandhian Studies inaugurated

ITANAGAR, Jul 09: The Governor of Arunachal Pradesh JP Rajkhowa said that Mahatma Gandhi’s thoughts are always relevant- be it in the past, present and the future.

He was speaking today after inaugurating the International Centre for Gandhian Studies at University of Science & Technology, Khanapara, Meghalaya.

Rajkhowa expressed hope that the Centre will facilitate in promoting the philosophy of Mahatma Gandhi on peace and brotherhood among the youth of the north-eastern region. The Governor lauded the initiative of the University authority and said that the centre is unique and praiseworthy. He also commended the Education Research & Development (ERD) Foundation for establishing an institution of higher learning with modern infrastructure in Meghalaya for the benefit of the students of the North-Eastern region.

The centre aims to spread the vision, philosophy and teachings from the life of Gandhi through various social, educational and cultural programmes, emphasising upon the contemporary relevance of his thoughts and method of action based upon the principles of courage, non-violence and truth.

Later the Governor also inaugurated the State-of-Art Amenity Centre at Techno City, USTM. USTM Chancellor M. Hoque said that Amenity Centre would not only provide recreational facilities to students but also employment to around 300 people. The Amenity Centre has become an ideal model of entrepreneurship, he added.

The University of Science and Technology, Meghalaya (USTM) is a private Science & Technology University in North East India. It is sponsored by Education Research & Development (ERD) Foundation.

 

 

Tawang’s smart class can be an eye opener to restore quality education

ITANAGAR, Jul 09: At a time when worried parents are reluctant to send their wards to government schools considering the degrading quality of education and irregular teachers, the government schools in Tawang district are restoring the lost glory and image of the government schools’ by introducing ‘Smart Class’ an interactive class by LCD computer projector (K-Yan).

It is an indigenous two in one computer-projector designed by IIT Mumbai meant as a teaching tool.

Under the personal initiative of Deputy Commissioner Abhishek Dev, the smart class was first introduced at Town Secondary School Tawang on experimental basis last year. Now the smart classes are being introduced in five government schools in Tawang namely; Town Secondary School, Government Higher Secondary School (both in Tawang town), Government Residential School Melonghar, Government Secondary School Lhou and Government Higher Secondary School Lumla.

Sharing the idea of introducing ‘Smart Classes’ with help of modern technology in the government schools, DC Abhishek Dev informed The Arunachal Times that basic objective was to boost teaching method in the schools so that it improves the children learning process.  The DC further disclosed that each projector (K-Yan) costs Rs 1.5 lakhs which he had managed from the DC’s Untied Fund.

K-Yan is a compact Information Communication Technology (ICT) tool and also an integrated community computer, which works as computer, projector, and television and can also be used for internet research. It is equipped with pictorial and graphics which enhances quality teaching, learning and evaluation through improvements in cognition, pedagogies and data etc.

According to DDSE Tawang Apel Tayeng, with the introduction of Smart Classes, teaching and learning experience in the school environment has been taken to a new height. He further added that Smart Class is held when particular subject teacher is not around and for weak students.

“Though outcome of Smart Class is yet to be analysed, but the students’ concentration and inclination towards classes have visibly improved”, said Tayeng.  

“Best part of the Smart Class is that it covers all the subjects from class-I to class XII, and teachers need not be techno savvy as K-yan itself is portable”, he added.

It is said that with introduction of a revolutionised teaching tool (K-Yan), Tawang district would set an example how quality education can be restored in the government schools, as the new teaching tool is designed to address shortage of quality teachers and to improve learning of children with an interactive teaching method.

Environmental Protection Society (EPS) Tawang, Chairman, Jambey Dondup opined that Smart Class in Tawang schools can be an eye opener for other government schools in Arunachal to restore quality education. However, Jambey said that for introduction and effective implementation of Smart Class, the district administration and local representatives of the concerned districts should work in close coordination with help to DDSE and teachers.  

 

 

CM denies embezzlement of Central fund

Itanagar, Jul 09: Arunachal Pradesh Chief Minister Nabam Tuki today dismissed allegations of opposition BJP over embezzlement of public funds amounting to more than Rs. 900 crore against Centrally sponsored schemes (CSS) saying that all the schemes were implemented judiciously.

Responding to a question raised by Congress member Lombo Tayeng during question hour in the Assembly regarding complaint lodged by BJP MLAs against the state government of misappropriation of central funds, Tuki claimed that the government has been maintaining transparency in financial management.

"Almost all the central schemes are in various stages of implementation with full transparency by appointing third party monitoring agencies including NABARD and NeDFI against these schemes," the CM said.

He said there were many allegations from various organizations and the state government not only had clarified each and every query but also referred the status of implementation to state agencies.

When Tayeng asked whether the government got a clean chit from the appropriate authority, the Chief Minister said, "it is up to the authority to decide on the merits and demerits of the allegations".

"There is a system gap between policy execution and fund release," he pointed out.

Referring to the alleged overdraft beyond the prescribed limit with RBI, Tuki said that the government had never violated the financial rules but this year because of delay in fund release by Niti Aayog.

Responding to a supplementary from senior BJP member Japu Deru, the Chief Minister informed that payments were made against all the completed schemes and the fund against ongoing schemes was kept in civil deposit for payment after satisfactory completion of the schemes. PTI

 

 

BSNL plans better connectivity in Arunachal

ITANAGAR, Jul 09: BSNL has started up-gradation of 3G mobile network with higher speed BTS in Bomdila, Itanagar, Naharlagun, Ziro, Aalo, Pasighat, Roing and Tezu area in phased manner. So far, 64 BTS are upgraded out of 202. Also, additional 103 of 2G BTS and 82 of 3G BTS are being added into the BSNL network. This was informed by General Manager, BSNL, Arunachal Pradesh Dilip Siram at a press conference on Wednesday.

The 3G network will be extended to DHQ at Seppa, Yingkiong, Pangin, Changlang, Khonsa and Longding during this year.

The General Manager has informed that the existing backbone telecom networks are affected many times due to damages caused to Optical Fibre Cable. In order to improve stability of the backbone connectivity, BSNL has planned to provide microwave connectivity for Tawang, Seppa, Daporijo, Aalo, Yingkiong, Changlang and Anini.

Laying of optical fibre cable on 132KV electric tower line in association with the state government is also under consideration.

In addition, BSNL has proposed for providing cable duct along the Trans-Arunachal Highway so that optical fibre cable may be laid along the highway which will provide a very stable Information Highway for the state connecting 16 out of 20 DHQs. And some SDHQ’s and left out DHQ’s are planned to be covered on ADSS i.e optical fibre on electrical poles.

During a interaction with press personnel, Arung Siram, DGM(A&CM), informed that 187 WiFi Hotspots are planned in 14 districts in Arunachal Pradesh. The WiFi Hotspot will extend high speed internet services and helps to offload and ease the internet traffic from GSM mobile network by sharing it’s data traffic.

 

 

154 Karate players grab govt. job under sports quota

ITANAGAR, Jul 09: As many as 154 karate players have so far grabbed jobs in various government departments under sports quota since 2009.

It was disclosed by Arunachal Karate Do Association (AKA) during its 20th Annual General Body Meeting cum Election at Naharlagun today.

Karate was introduced in Arunachal Pradesh in 1984 by present AKA President Likha Tara, Technical Director S Deben Sarma as fpunder Chairman and Secretary in support of few other enthusiasts and admirers of the sport.

Karate activities gradually gained momentum after AKA was formed in 1992. AKA has so far been able to produce many players of national and international repute, most of whom are currently serving in 12 Govt departments and National Health Mission with sincerity and dedication.

Arunachal Pradesh is still maintaining its second rank behind Madhya Pradesh for a couple of years in the national karate ranking which reflects consistent performance by the players.

Addressing the meeting, AKA President Tara narrated the 39 years of strenuous journey of Karate in the state since its inception in 1984 and the pain taken by AKA for the promotion and development of the sport in the state.

He said that whatever has been achieved so far was due to strict discipline, team spirit and coordination among the AKA team and players. They guide players like parents and nurture and hone raw talents into medal winner, he said and urged them to maintain the same zeal and spirit.

While clarifying on the wrong notion about Karate, the AKA President, who also holds the posts of Vice President of Karate Association of India and President of North East Karate Federation, said that it (Karate) is a sport duly recognised by International Olympics Association and played by majority of the country in the world. It is a regular event in Asian Games, Commonwealth Games and South Asian Games.

He said that many people in the state still believe that Karate is not an Olympic sport mainly due their ignorance about the sport, he said.

The AKA president called upon his executive members, district associations, coaches, instructors and players to work as a unit and cooperate with each other for further development of the sport in the state.

Advocate TT Tara, who attended the AGM cum Election as Returning Officer, was all praise for the AKA team and its working style that resulted in such remarkable achievement.

Any association is sure to falter, if there is no cooperation and understanding among the members, he said, and urged various other associations to emulate AKA.

During his course of speech, Tara suggested Arunachal Olympic Association (AOA) to seek service of international footballer cum coach of the state Gumpe Rime to train the upcoming footballers. He also suggested AOA to launch a website.

Echoing Advocate Tara, AOA Secretary General Geshi Doke also called upon the other sports associations to maintain strict discipline and team spirit to show results and all round development of games and sports in the state.

Sports and Youth Affairs Jt. Director, Ramesh Linggi, Arunachal Weightlifting Association General Secretary, Daniel Teli, AKA Vice Presidents Dr. Marli Ete and Yarda Niki also spoke on the occasion.

Earlier, AKA Technical Director S Deben Sarma, General Secretary L Marik highlighted the achievements of Karate in the last three years.

Sarma while recalling his association with Karate for the last 38 years in the state, suggested for promotion and popularising the sport in entire state through hard work.

Jt. Secretary BB Subba was deputed by KAI to observe the entire proceedings.

The meeting was also attended by office bearers and representatives of all affiliated District Karate Associations, senior players, coaches, instructors among others.

 

 

ANSU alleges massive irregularities in distribution of SK Oil

ITANAGAR, 09: All Nyishi Students’ Union (ANSU) has alleged that officials of Food and Civil Supplies department are selling SK Oil in Assam through black market instead of distributing it to the beneficiaries of Arunachal.

Demanding proper investigation to unearth the truth and exemplary punishment to the wrongdoers, the union said that SK Oil is meant for poor people of the state not for the officials of food and civil supply to earn money through black marketing.

The Union informed that through RTI documents it has been revealed that that around 10,000 lakh litres of SK Oil was allocated to the state but actual beneficiaries or cardholders are not getting the benefits, it said.

All Nyishi Students’ Union (ANSU) demanded that Chief Secretary, Govt of Arunachal Pradesh to constitute a SIT to conduct proper enquiry and investigation in order to expose the illegal activities being taken up by the officials of department of Food and Civil Supplies, Government of Arunachal Pradesh.

ANSU had already lodged a complaint with the Chief Secretary’s office on June 17 for proper conduct of enquiry against the officials of department of Food and Civil supplies, Government of Arunachal Pradesh to find out the reasons of irregularity in the distribution of SK Oil in Arunachal Pradesh.

 

 

Govt accords priority to sports sector

ITANAGAR, Jul 09: The state Govt has given priority to sports sector and adopted a transparent sports policy for the benefit of sportspersons and to attract more youths in sporting activities, said Chief Minister Nabam Tuki in the Assembly today.   

Responding to a question raised by Paknga Bage during question hour in the state assembly, the Chief Minister informed that the state government was planning to develop sports infrastructure with modern facilities in every district of the state. Plan has been made for development of sports infrastructure including indoor and outdoor stadia under 61 schemes which included 12 NEC schemes, he added. The CM further informed that 10 per cent job has been reserved under sports quota which is more than that of reserved quota of some other states of the country.

Responding to another supplementary, Tuki told the house that govt will keep provision for construction of an outdoor stadium at Maro.

Vehicle for police department: A total number of 18 vehicles (Gypsy) for the police department have been sanctioned during 2013-14. Out of the 18 vehicles, only ten vehicles were procured. Supply order for remaining 8 vehicles could not be placed due to increase in the cost of the vehicles. However, the order will be placed on receipt of additional fund from finance department, the Home Minister informed the Assembly.

During 2014-15, a total number of 77 vehicles have been sanctioned and supply order for the same has been placed. No vehicle has been sanctioned during 2015-16 financial year.

Responding to a star question of MLA Lombo Tayeng, the Home Minister further informed that “a total amount of Rs 3,91,57,351 was paid in advance to the M/s Buishi Yada Motors, Naharlagun for 72 vehicles for the year 2014-15 but there has been no supply till date. However, the firm has returned back Rs 3 Crores till date. A case has been registered against the firm for neither supplying the vehicle nor returning the full amount”.

Aalo RKM school: Education Minister Tapang Taloh informed the house that  the  RKM authority has its own plan to run the school and Govt has no role in appointment of teachers in Ramakrishna Mission schools in the state.

Responding to a question of MLA Tumke Bagra, the minister further informed in the house about the corpus fund that has been sanctioned for RKM schools from time to time. Govt has sanctioned Rs. 30 crore corpus fund to run the RKM school. “In addition to the one time grant of Rs. 50 lakh during financial year 2013-2014, and 2014-2015 a total of Rs. 1 crore has been sanctioned to the said school”, the minister said.

 

 

NH in Arunachal to reopen soon

Itanagar, Jul 09: Arunachal Pradesh PWD Minister today informed that the National Highway 415, portions of which was washed away at 7 km point and 19 km point at Karsingsa due to month-long incessant rainfall snapping surface communication between Banderdewa and Itanagar, will be through for vehicular movement within next two days.

Responding to a question from opposition leader Tamiyo Taga during question hour in the assembly, the minister while terming it as a perennial problem, informed that the union ministry of Road Transport and Highways (MoRTH) had consented to sanction an amount of ten crore for repair besides another 15 crore for re-carpeting of the road after a central team inspected the road recently and submitted its report.

Gadi informed that he visited the site today to inspect the restoration works and went up to Banderdewa.

The road is through for light vehicle now but after putting boulders and leveling work within the next two days it will be opened for traffic, he disclosed.

Restoration works are being taken up on top priority by deploying adequate men and machineries and the flood damage report has been submitted to the state government for approval, he said.

When Taga suggested the government to think for re-alignment of the important road considered as the lifeline for the capital dwellers, the minister pointed out that after construction of the proposed four-lane highway from Hollongi to Banderdewa, the problem would be resolved once for all.

The estimate for the four-lane highway was re-submitted to the union MoRTH after reducing the Right of Way (RoW) from 30-50 meters to 18 meters in town areas, Gadi said. PTI

 

 

Efforts to improve revenue generation through Arunachal Pradesh Marketing Committee

ITANAGAR, Jul 09: The government has decided to create an independent Arunachal Pradesh Marketing Committee for Capital Complex.

This was informed at a meeting today wherein officers of the department of Agriculture, district administration of Itanagar and Papum Pare and others took part.

The meeting also saw discussion on issue regarding poor performance of previous APMC Papum Pare in terms of revenue submission to Government of Arunachal Pradesh and poor daily reporting on data relating to quantity of agriculture commodities entering to Capital Complex and prevailing prices of Agri-Allied items.

Chairman APAMB, Ngurang Pinch, emphasised that marketing board should not depend on government grants, rather it should generate more revenue and sustain itself. He advised the new member Secretary to take up responsibilities with outmost sincerity and make a success story in the history of APMCs.

DC Capital Complex Mige Kamki suggested revamping the market along the Nahalagun-Itanagar route.  He also asked Arunachal Pradesh Agriculture Marketing Board (APAMB) to provide fund for installing Weighbridge at Gumto, Holongi, Banderdewa and strict checking of trading and wholesale licences. He also suggested possibilities of cooperating with dept. of Tax and Excise and Police department for checking and collection of market fee at check gate. He appreciated districts like Lohit, Anjaw for high revenue generation and also suggested that APMC Papum Pare should have been the highest revenue generation APMC considering the huge population of the district.

ADC, Yupia, Papum Pare, B J Daui called for enhancement of market infrastructure and proper monitoring of revenue collection. He also suggested the possibilities of pre-payment of market fees.

Okit Palling, Member Secretary APMC Capital Complex was hopeful that all the functionaries like Municipality, Bazar committees, Chamber of Commerce will cooperate with him in creating well regulated agriculture market in Capital Complex. He emphasised on providing hygienic fresh fruits and vegetable for Capital Complex dwellers.  

Hage Kano, Director Agriculture, Mudang Butang, Director Agriculture Marketing were also present at the meeting.

 

 

6th General body meeting of APSMPB held

ITANAGAR, Jul 09: The 6th general body meeting of Arunachal Pradesh State Medicinal Plant Board (APSMPB) was held at the conference hall of Principal Chief Conservator of Forest (PCCF) here today. All the members of the board attended the meeting.

Speaking on the occasion, Chairman APSMPB, Tater Kipa, underlined the importance of discussion for such meetings and assured that he would try his level best to take the board into new heights.

Giving the keynote address, Vice Chairman of the board Dr Shashi Kumar, saying that a separate ministry has been created for medicinal plants spoke about how the board can play an important role in employment generation for the local youths.

Speaking about proper harvesting of medicinal plants, he cautioned that it should not be detrimental.

“Economics is involved in conservation with proper harvesting and processing”, he said.

“Let us look for the betterment of the board, its functioning and come out with a viable report,” he further added.

Review of MoU & Byelaws, strengthening of R&D wing, discussion on financial power, ex-post facto approval of the project staff inducted to the board and audit were discussed during the meeting.

 

 

Implement Street Vendors Act 2014 in the state: federation demands

ITANAGAR, Jul 09: The Capital Complex has often witnessed eviction drives being carried out by administration against street vendors in the name of town beautification. Such measures seldom solve the problem as those evicted are often found back in the streets.

Taking up the recurring issue of forceful eviction drives, the All Arunachal Pradesh Hawkers and Street Vendors Federation (AAPHSVF) general secretary Roger Nabam Hina has today appealed the state government to implement the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act 2014, which has been passed by the Parliament on 20th Feb 2014,  to provide livelihood protection to street vendors and ensure that they do business with dignity without fear of being evicted anytime without warning.  

Addressing press persons at the Press club here, Hina said that under the aforementioned Act, there is provision for constituting a Town Vending Committee (TVC) in each local authority for implementing the provisions of the Act. It has been provided under the Act that 40 % members of the TVC will be from amongst street vendors with due representation from SC, ST, OBC, minorities and persons with disabilities, of which one third shall be women.

Citing other aspects of the Act, he said that our state too, should constitute such TVCs which could be headed by the DC with members from the IMC, Bazar Committee, NGOs and hawker associations with women comprising 30% as its members. These TVCs will help indentify vending and non-vending zones like hospitals and schools, prepare street vending plan, issue certificates of vending/license and identity cards to the vendors, he added. While terming evictions as not a viable solution to the problem as most of the vendors are local women, who provide the main source of income for their family and support their children’s education, Hina further urged the government to implement the Act soon.    

 

 

ATA functionaries meet DDSE; appraise problems

PASIGHAT, Jul 09: The office bearers of Arunachal Teachers Association, East Siang unit led by its president, Tabung Ering today met Deputy Director of School Education (DDSE) Obuk Panor at Pasighat to apprise him of various shortfalls in primary and secondary schools of the district.

Informing the DDSE that a number of Upper Primary and Middle Schools in and around Pasighat, Mebo and Sille-Oyan blocks are lying defunct due to absentee teachers, the ATA executives requested him to take prompt measure to revamp the defunct schools and also initiate strict disciplinary action against the idle teachers.

He was also pleaded for posting of adequate teachers to those schools and rationalise the teacher-pupil ratio.

The teachers in course of discussion sought DDSE’s initiative for issuing notification with boundary description and demarcation on the school land in order to prevent public encroachment.

Responding to the pleas made by ATA functionaries, the DDSE assured early revival of the defunct schools by posting of teachers wherever necessary.

He informed that the authority has already started notification of school land and urged the headmaster concerned to report any case of encroachment on the school land.

He sought active cooperation from the teacher community for ensuring quality education in the primary and secondary schools of the district.
